First of all, in order to even echo that particular error, worded as it is, it means that the netbook either has a mobile broadband card built-in to it, or has a USB version of one inserted into its USB port. And it also means that the netbook has probably already been configured to use that mobile broadband connection, and not a wired or wireless Ethernet connection, as its means of accessing the Internet.

So, then, all the error means is that a specific mobile broadband (2G, 3G or 4G) provider has been selected from however many the card is cabable of receiving.

It could also be a mis-worded error message telling you, simply, that there’s no 2G, 3G or 4G service where you are.

And it could also mean something else. Badly-written utilities echo not-quite-accurate error messages all the time. If whomever wrote the utility that’s echoing that message was in a hurry, s/he might have just used that message as a catch-all for several different possibilities (which, of course, means that s/he is a lousy programmer, and did a crappy job).

If you’re not even trying to use a 2G, 3G or 4G mobile broadband connection, then you need to disable that capability and then tell Windows to use either a wired or wireless Ethernet connection. Of course, you need to be in a WIFI hotspot, or have a wired router or cable modem or DSL modem connected to the netbook first.
